COUNCIL ELECTIONS

Are you a resident and/or ratepayer of the City of Moonee Valley? The accompanying map shows the boundaries of the city and wards into which the city is partitioned. Residents of each ward vote for the specific councillor of that ward. I am nominating for the Airport Ward (highlighted in green on the map below). If so you are eligible to vote in the upcoming City of Moonee Valley Council Elections on the 26th of October, 2024. Voting will be conducted by postal vote with ballot papers being mailed to you approximately one month prior to election day.

Liveable Cities

The MVCC has signed up to the State Government 20 minute City initiative. I am fundamentally opposed to this initiative. Although on a cursory review of the proposal it sounds laudable, in reality they are 20 minute Prisons. Review for yourself the proposals for a 15 minute city in Oxford England. According to the Oxford model all facilities, including your work, are to be within 15 minutes walking. But if you venture out of your area more than 176 times per year you will be subject to fines and levies. And the same for any visitors to your area.

This is a permanent lockdown – and we know from the pandemic experience that lockdowns are extremely detrimental to your health, happiness and longevity. Contrary to the ‘wisdom of the day’ Sweden did not lockdown. They experienced the lowest excess death rate both during and after the pandemic and their children have not experienced the same drop in educational quality that ALL other countries / jurisdictions that imposed lockdowns have experienced.

The following link is a detailed analysis of the impact of lockdowns throughout the United States of America. Very relevant to the Australian setting. Link

Liveable cities, on the other hand, provide an amenable attractive environment, an abundance of public and green spaces; access to amenities; vibrance and culture; and convenient connection to other regions. They are built around the needs of the residents; not the ideology of the day.

How do I see this applying to the City of Moonee Valley?

Public and Green Spaces

Every resident should be within 15 minutes walking of public and / or green spaces / park.

Local Amenities

Sometimes referred to as ‘strip shopping’. Within a 15 minute walk residents should have access to a vibrant strip shopping area – cafes, restaurants, hairdressers, butchers, convenience store, newsagent – and possibly boutique clothes, pharmacies, specialists

Village Amenities

A larger version of the strip shopping. These facilities should be within 5 minutes driving. An example is the North Essendon Village.

Cultural Precincts

Moonee ponds Junction is the clear cultural precinct for the city. It has a theatre, concert hall and plenty of bars and restaurants. It is also a high density area.

Sporting Precincts

These are large scale and in the City of Moonee Valley include Maribyrnong River, Ascot Vale (around the golf course), Boeing Reserve. These precincts should not only have excellent sporting facilities and club rooms, but restaurants and green areas. At least one precinct should be within a 20 minute drive for all residents.

Sporting Centres

These can be large scale and small scale – tennis courts , bowling rinks etc are small scale, football / cricket ovals, netball / basketball stadiums are large scale. The ‘home’ precinct should be within a 10 minute drive – with the emphasis on driving; carrying gear and food / snacks for the afternoon / supper rules out conveniently bicycling / walking. Emphasis should be placed on these facilities as exercise is the best form of medicine for the health and welfare of the residents.

Medical Services

Although not the responsibility of the City, due consideration should be made to providing an attractive environment to encourage medical practices to establish / remain in the area.

Educational Services

Although not the responsibility of the City, due consideration should be made to providing an attractive environment to encourage educational services to establish / remain in the area.

Transport

Major thoroughfares should enable residents to quickly and easily enter / exit the city. The city exits are well provided by the Tullamarine Freeway and Western Ring Road. The thoroughfares should enable rapid access to these freeways. For example bike lanes should not be along major thoroughfares – they should be along adjoining and parallel streets. Similarly, residents should have convenient access to public transport (trams and trains) and be serviced internally by reliable and regular bus services.
